New family homes for Leadenham

Following extensive consultation with the local community in Leadenham, in the summer of 2018 Heyford Developments submitted an outline planning application for a new development of up to 33 family and affordable homes for Leadenham. The proposals were informed by the Central Lincolnshire Local Plan, as well as the results of a local Housing Needs Survey carried out in the village by North Kesteven District Council.

The scheme would represent the first such development in the village since the 1970s, and as such will provide a once in a generation opportunity to enable young families with local connections to settle in the village.

Community consultation

We held a community drop-in exhibition of the proposals at the Village Hall in May 2018, having posted invitations to every household and business in the village. We also held a number of pre-application meetings with the Parish Council to keep them informed of our plans and to seek their input.

The feedback from the exhibition was overwhelmingly positive, with the vast majority of residents supporting the provision of new homes at this location.

In response to feedback, the number of homes proposed on the site was reduced from the 36 (including 9 affordable homes) suggested at the consultation, to 33 (including 8 affordable homes). This was to provide some additional green space within the development, a request that emerged from some local residents in the consultation feedback. It was also in response to opinion expressed by the Parish Council that a reduction in housing numbers would be welcomed.

December 2018 update: Further changes in response to local comments

Following the submission of the planning application, we have been engaged in ongoing discussions with planning officers at North Kesteven District Council, as well as local stakeholders. We have become aware of other small-scale developments in the village, which while they do not provide any affordable housing (developments of fewer than 10 homes are exempt from having to provide affordable homes), still contribute to the village's overall housing requirement in terms of the Central Lincolnshire Local Plan. Taking this on board, as well the Parish Council's view that the site should deliver 25 homes, we have agreed to reduce the number of homes to 25. In line with North Kesteven's planning policy, this will deliver 6 affordable homes.

While we feel the site can accommodate our original proposal, we feel that it is right to respond positively to the wishes of the Parish Council, as well as advice from planning officers at North Kesteven District Council.

The site

The plans are proposed for the site immediately south of the junction of Cliff Road and Quarry Lane, opposite the Gulf filling station (highlighted by a red line on the map below). This site was identified as being suitable for new family homes by local people in the Housing Needs Survey conducted by the District Council in 2009.
